President Duterte has signed into law the Universal Access to Quality Tertiary Education Act which grants free tuition to all state universities and colleges (SUCs) in the country.

This despite the suggestion of a veto by Budget Secretary Ben Diokno as the government cannot afford to shoulder its cost estimated to be around ₱100 billion.

During the Mindanao Hour press briefing Friday morning, Senior Deputy Executive Secretary Menardo Guevarra said that the President signed the bill Thursday night.

“The enrolled bill came to the Office of the President nearly 30 days ago and during that period, there had been a lot of discussions and study about the bill because of its heavy budgetary implication” he explained.

Guevarra said that free tertiary education in SUCs is a very strong pillar or cornerstone of Duterte’s social development policy and that the President was still trying to figure out the best possible solution regarding the bill.

“So we weighed everything and came to the conclusion that the long-term benefits that will be derived from a well-developed tertiary education on the part of the citizenry will definitely outweigh any short-term budgetary challenges,” he said.

The Palace official also said that whether or not economic managers are for the passing of the bill, the more important thing now is to find the budgetary allocation for the program.

“Everyone, including the economic managers, will have to focus their attention on funding for this program because this will have to be implemented soon,” Guevarra said, adding that the SUC law will be implemented on the next school year.

Since the government has already submitted the proposed 2018 national budget to Congress, Guevarra said that certain adjustments can still be made so allocation for the law can be made.

“That is really the principal responsibility of Congress when they deliberate on the budget. Right now, I have nothing very specific to say about which projects or which programs or which agency’s proposed budget might be affected,” he said.

“If Congress is really serious in finding the appropriate funding for this free tuition program, they will have to find the necessary sources for this particular program,” he added.

Guevarra also addressed the estimate of the Department of Budget and Management (DBM) that ₱ 100 billion would be needed to implement the SUC law.

“The Commission on Higher Education (CHED) thinks otherwise. The ₱ 100-billion estimate of the DBM seems to be on the very high side because that is on the basis on the assumption that all aspects of the free tuition bill will be implemented all at the same time,” he said.

The CHED estimated that ₱ 34.1 billion would be needed for the implementation of the law.

According to Guevarra, the government would only have to spend on the mandatory provisions of the bill which includes tuition and miscellaneous fees which would need around ₱ 16 billion.

The related educational expenses like books and boarding would be shouldered for “deserving 20 percent” by the CHED’s Unified Student Financial Assistance System for Tertiary Education (UniFAST) program.

“As far as I know those are the only mandatory provisions of the bill for now – the free tuition and other fees. Other fees would refer to something like library fees, ID fees, laboratory fees, and stuff like that,” Guevarra explained.

“Now as to the subsidy for related educational expenses, that is something to be processed by the UniFAST board which is supposed to have a system of priority,” he said, adding that the fund and system under the UniFAST are yet to be established.

“In other words, ‘yung mga talagang nangangailangan, the bottom 20 percent, will be prioritized in terms of subsidy for educational-related expenses,” he added.

The UniFAST rationalizes the allocation, utilization and client-targeting of government resources and improves access to quality higher and technical education for those who need it.

MANILA, Philippines – A tourist literally got a taste of Davao City Mayor Rodrigo Duterte’s non-conventional style of law enforcement.

A Filipino tourist was forced by the mayor to swallow the butt of the cigarette he was smoking after refusing to follow Davao City’s famed smoking ban, according to a Facebook post in a page calling for Duterte’s presidential bid.

The post was written by former North Cotabato governor and former journalist Manny Piñol, who openly supports a presidential candidacy for Duterte.

The tourist was in the city for the Kadayawan Festival when he dared to smoke in a restaurant one night, read the post, crediting “sources close to” Duterte for the information.

The restaurant owner informed the tourist of the anti-smoking ordinance in the city which prohibits smoking in public places.

The smoker allegedly asked, “On whose orders? Bakit pera ba ni Duterte and binibili ko ng sigarilyo? (Why, am I using Duterte’s money to buy a cigarette?)”

Unfortunately for the tourist, the restaurant owner turned out to be a friend of Duterte. The owner asked the police to inform Duterte of the tourist’s transgression.

A few minutes later, the mayor himself walked into the restaurant, prompting the shocked tourist to drop his cigarette and step on it.

Duterte then sat beside the tourist, “pulled out a snub-nosed .38 revolver and poked it at the man’s crotch,” Piñol wrote.

The mayor then allegedly told the smoker: “Papiliin kita: barilin ko ang bayag mo, i-preso kita, o kainin mo ang upos ng sigarilyo mo (I’ll give you these choices: I’ll shoot your balls, send you to jail, or you eat your cigarette butt).”

To these the smoker could only muster a measly “Sorry Mayor” before picking up the cigarette butt and swallowing it, wrote Piñol.

Dare to challenge the law?

Before leaving the restaurant, witnesses heard Duterte tell the smoker, “Never ever challenge the law.”

Duterte has earned adulation for his hands-on leadership style that many say helped turn Davao City into one of the safest in the country.

But his “vigilante style” of justice and open support for killing criminals has also sparked outrage among human rights advocates and even Justice Secretary Leila de Lima.

Surveys tag him as a popular choice for president in the lead-up to the 2016 national elections. In a May 8-18, 2015 survey done by Laylo Research Strategies, Duterte and former president Joseph Estrada were tied at 3rd place with their national rating of 10%.

Though Duterte is yet to declare his presidential bid and although he has been sending mixed signals about his real intentions for 2016, he has been going around the country explaining his would-be platform and all-out support for federalism in the Philippines. – Pia Ranada/Rappler.com / Kickerdaily

Singer Chris Brown barred from leaving Philippines amid contract dispute

Manila, Philippines (CNN)Award-winning U.S. singer Chris Brown has been barred from leaving the Philippines because of a contract dispute, the official Philippines News Agency reported Wednesday.

Brown was stopped Wednesday morning while preparing to depart on a private jet from Manila's international airport on his way to Hong Kong for a concert, the news agency said.

The Philippine Department of Justice said that an order had been issued Tuesday night to stop any attempts by Brown, 26, to leave the country.

Brown performed a concert that evening as planned, but the order was put in place to compel him to pay back money that promoters said was owed to them after he failed to appear for a previous appearance scheduled for last New Year's Eve.

That concert was supposed to take place at the Philippine Arena in Bulacan, north of Manila.

The Bureau of Immigration said Brown and his promoter John Michael Pio Roda were both subject to an immigration lookout bulletin, but they could seek a clearance certificate that could allow them to leave if the Department of Justice consented.

It's not the first time that the chart-topping star has run into trouble with authorities.

A few months after Billboard named him Artist of the Year, Brown assaulted his then-girlfriend Rihanna -- another popular singer -- inside a rented Lamborghini on the eve of the Grammy Awards in February 2009. He pleaded guilty that June to one felony assault count, after which he was put on probation for five years, ordered to serve 180 days of labor-oriented service and made to take a yearlong domestic violence class.

He made a public apology but didn't stay out of trouble. In 2012, he had an altercation with rapper Drake at a New York club. The next year, a woman accused Brown of shoving her at a club in Anaheim, California, bringing an assault and battery claim; he was accused of committing a hit-and-run in Los Angeles; and he was accused of felony assault after an incident outside a W Hotel in Washington.

Those incidents added up, along with a positive marijuana test and prosecutors' claim that Brown didn't finish his court-mandated community labor. He entered rehab in 2013 to "gain insight into his past and recent behavior," his representative said, only to get kicked out of the facility for smashing his mother's car window during a family session, according to his probation officer.

Brown entered another rehab facility, only to leave in 2014. He was then taken into custody by Los Angeles County sheriff's deputies after a judge revoked his probation. He was released from jail in June 2014.

Last week, the artist was the apparent victim of crime after armed intruders burst into his Southern California home and locked his aunt in a closet, according to police. - CNN
